Planned 1% Rise In Employer National Insurance Contibutions

The government is planning to introduce a 1% increase in employer National Insurance Contributions (NICs) in April 2011.
The British Chambers of Commerce have raised an online petition against this plan. The believe it is a clear 'tax on jobs'.
But what do you think?
Is it a necessary step needed to boost public finances and drive public spending and services?
Or will it put employers of taking on new staff just when the economy needs businesses to grow and thrive?
